Know Before You Show: A Guide to Local MD Ordinances - MD (In Person)

Description

This session provides an overview of key laws and processes affecting property permitting and management at both city and county levels. Topics include the permit process (applications, online systems, reviews, inspections, and certificates of occupancy), zoning rules (rezoning, permitted uses, exceptions, and variances), and regulations for accessory dwelling units. The agenda also covers short-term rental rules, rental licensing requirements, and code compliance issues related to livability and property maintenance. Additional guidance is provided on Public Information Act requests and how to respond when record reviews reveal issues, followed by a Q&A segment.


Paul Fulk  -  Paul Fulk serves as the Neighborhood Services Manager for the City of Hagerstown, overseeing code enforcement, rental licensing, and neighborhood improvement initiatives. With extensive experience in municipal operations and community revitalization, he works closely with residents and city partners to strengthen neighborhood safety, appearance, and quality of life. His leadership supports Hagerstown’s ongoing efforts to build vibrant, well-maintained communities.

Becky Gander  -  Becky Gander is the Chief of Permitting for Washington County, Maryland, where she leads the county’s permitting operations and supports building, construction, and compliance processes. In her role, Becky helps streamline permit services, coordinates with departments and the public, and plays a key part in outreach and education on permitting procedures. She also provides support to county boards such as the Building Code Appeals Board.
